I'm pretty sure guests could have edited comments previously but now even though I have comment editing enabled for 15 minutes, I cannot edit comments immediately after posting them as a guest. When I try to edit a comment as a guest I get the error "Sorry, this comment no longer possible to edit". Help with this will be appreciated.

It's is unlikely anyone else will run into this problem but the problem was that I had the following line in my functions.php file:
remove_action( 'set_comment_cookies', 'wp_set_comment_cookies' );
