Yes, you just need to emphasize the text, then click on the "Quote" button. See the screenshots below:

Sure you can quote the text when nested reaction is enabled.

@elvina the duplicate is for the beta because i cant find the quote option in the regular WPD.And i cant test the beta because my test site isnt up and running.
